Any chance you've got Cisco VPN software installed? It doesn't even need to be running to induce this behavior, just has to be installed.
Do a "netstat -a" and look for port 47000. It turns out Cisco locks it up for its own use and when rat goes to use it for its original purpose, mbus, rat has problems with getting ratmedia to work. This failure occurs silently.

sorry... does not work, either.  rat.exe runs, but no GUI is created.
