Chris is correct.

I would add that the command is included when you run CvsSetup.py like this:
  python tools/CvsSetup.py -a .

A more lengthy description is in the "README-developers" file.

The AccessGrid/interfaces directory & contents are generated at package build time and are not part of the code in cvs. You can use tools/GenerateInterfaces.py to generate them yourself from within your downloaded cvs code.
