Will I need a 64bit version to fix this issue? And if so is there a good place to get one (maybe FC5 or 6 rpms?)

Are you running a 32bit or 64bit rat? You can use 'file /usr/bin/rat-4.2.22' to check. At one stage I did put up a 64bit rat in the AG3 x86_64 FC3 yum repository, but it was broken, so replaced it with the 32bit FC3 version.
