That functionality is only in the AccessGrid vic, in the autoplace_ui.tcl file,
in the ag-media cvs module. You can view the file online here:

http://fl-cvs.mcs.anl.gov/viewcvs/viewcvs.cgi/ag-media/vic/tcl/autoplace_ui.tcl

If you're building on Linux, I'd recommend that you use the vic-build script.
On Windows, we use something like this:

cd ag-media
devenv vic\vic.sln /build "DDraw Release"

Can you say more about the changes you plan for autoplace?
