Are you able to run the command in a shell window?  For example:

cd C:\Documents and Settings\videoconference\Application 
Data\AccessGrid\local_services\AudioService
rat.exe -C "Venue Server Lobby" -f L16-16K-Mono 
rusagvideo.rus.uni-stuttgart.de/51020

A few people have reported this problem recently.  I haven't been able to 
reproduce it locally, unfortunately, so any information you can provide will help.
